HC and Zelma Bland Scholarship

Established in 2001, this scholarship memorializes the lives of HC and Zelma Bland. Born prior to 1920, both HC and Zelma were natives to the Portal area. Zelma served as a librarian at Portal High School for many years. This scholarship is available to a graduating senior from Portal High School and is based on financial need, academic accomplishments, and citizenship.
